“Morph into” is with one thing that becomes another thing. But clouds are always clouds. If it’s overcast, lightly raining, pouring rain, or a hurricane, a cloud is still always a cloud. What can change into a storm? How about a “light rain.” A light rain can become a storm – when’s it’s a storm, it’s no longer a light rain. So you can say: “The light rain morphed into a heavy storm.”
