This is good – you don’t need to say “when at launch” – you can just say “at launch” or “when it launched.”

“Staying” is an action, not a place, so you would want to say: “The inside of a car [a place] is a good place to take refuge from lightning.” You could also turn it around and say: “The best way to take refuge from lightning is to stay inside the car.” That way, you’re saying “stay” is the “way” which works.
