This is grammatically and technically correct. However, “look on” is often used with someone standing still and watching. In a situation like this, you might expect people to jump up and down, cheer, high-five friends, etc. That all is not what you picture with “look on”. In the context, it would be more appropriate to say the losing team (or the losing team’s fans) looked on with disbelief or looked on with sadness.
