I’m not 100% sure I’d use “hand in hand” with that example. Here’s why: “defeating the coronavirus” is the objective of “production of vaccines” and “willingness to get the shots.” You’ll use “go hand in hand” with two equal processes, both working toward one goal. Therefore, I might revise this to say, “Increased production of vaccines and a public health campaign to convince people to get the shots go hand in hand” because they are two things working toward the same goal.
