“Get off the ground” would be used with a process, an action, or a noun that represents an action. So for example, a house is not an action, but construction is. You might mean that “construction on his house got off the ground” meaning, construction on the house began. You could say, “Two years after starting design, construction on his house finally got off the ground.”

A couple ways you can say this: “After a two-year-long negotiation, the project finally got off the ground in the last few months.” or “After two years of long negotiations, the project got off the ground in the last few months.”

When you use “in the last” like this, you need to put a quantity. “In the last 2 months” or “in the last five months” or “in the last couple of months”. The most common would be to say, “in the last few months” since that’s keeping it vague.
