I don’t fully understand what you mean by “cutting concern the life.” You might mean that someone just lacks motivation, doesn’t meet his/her responsibilities, etc. If that’s what you mean, you can say, “We don’t fully understand how some people don’t show any concern for others, while other people work hard and follow the rules.”
