“from scratch” is good here, but you can turn it around and say: “It’s impossible for a country to develop an AI industry from scratch.”

This is a great example! At the beginning, you can say, “A long time ago, I made maps for work.”

That’s an ambitious goal! We wouldn’t say, “go from scratch to expert.” Instead, you can say, “…is to start from scratch and become an expert in programming.”

(And I think when you say “programmation” you mean “programming” as in computer programming.)
