“People” don’t fall apart, a relationship can fall apart. So you can say, “My uncle’s marriage fell apart 20 years ago. Since then, he and his ex-wife have made huge efforts to be thoughtful parents to their children.”

I think this means that there was an area with buildings falling apart and the government intervened to create a new neighborhood? If so, you can say: “The government intervened to create a new neighborhood in an area where there were only buildings falling apart.”
