“brand-new” is perfect here. “In our company, we are close to a decision not to buy any brand-new cars.” This is grammatically correct, but could be confusing. (For example, in my business, I don’t buy any brand-new cars either!) I think you mean that in the ordinary course of business you need to get cars and you have in the past bought brand-new cars, but you will stop doing so. If that’s what you mean, you can say, “In our company, we are close to a decision to stop buying brand-new cars.” That would be a little clearer. A few other tips:

1. A car is able to serve = Instead say, “A car would last another, say, 10 years.”
2. We will let it out = I think you can say, “We’ll sell it, either to a local car dealership or to a junkyard.”

“Buying time” is perfect here – nice job.

We would believe that a car which is three or four years old with a decent milage is much cheaper than a brand-new one. The car is able to serve another let´s say 10 years. After 10 years or so, when the car has more breakdowns, we will let it out. Either to a scrap or to a local car dealership. On top of that we are buying time for a future decision if we should go into electric cars or not. To buy an electric car in our country now is too expensive and risky too. There are not many charging stations.
