In reply to Claudio. Exactly! I forget if I mentioned this, but you can also say "at high risk of" if the risk is high. If you smoke a full pack of cigarettes a day, you are at high risk of developing lung cancer.

I would re-organize this a little and make either “many countries” or “health systems” the subject of the sentence, not “we”:

“Many countries with low Covid vaccination rates are at risk of experiencing a collapse in the health system.” OR: “Health systems in countries that have low Covid vaccination rates are at risk of collapsing”
