Good use of “act on” – couple edits for you. Change the tense of “act on” to the past progressive, “…some people have not acted on this recommendation.” And you don’t need “recommend” and “need” together … it’s too much. Also, “need” sounds like an order, not a recommendation. You could say one of the two:

The OMS recommended that all people receive the vaccine against COVID-19, but some people have not acted on this recommendation.
The OMS said that all people should receive the vaccine against COVID-19, but some people have not acted on this recommendation.

Good example; you just need an object after “act on.” For example, “The doctor advised him to stop smoking, but he didn’t act on the advice and now he is sick.”
